Clearance from Hong Kong has within

the last few months been inadvertently allowed

to two Portuguese ships, the s. s. "Lima" and

"Wing Lee" without insisting upon Hong Kong

passenger certificates although they carried more than twelve passengers.

On the 23rd of September, 1930, a case of overloading on the s.s. "Wing Lee" was brought to the notice of the Harbour Master, who, having himself examined the papers carried by that ship, questioned the validity of the Macao passenger certificate and referred the matter to the

Government for decision.

4. As a consequence the whole question of the sufficiency (within the meaning of Section 10 (2) (C) of Ordinance No. 10 of 1899) of such

Macao passenger certificates was scrutinised, and

as a result the owners of these two ships, as

well as the owners of the s.s. "Paul Beau" and

"Charles Hardouin" (the intended transfer of

which to the Portuguese flag had recently been reported) were notified that the full requirements of section 10 of the Merchant Shipping Ordinance would be enforced if more than twelve passengers

were carried.

Macao possesses no docking facilities

and it is to be understood that the standard of

seaworthiness necessary for a Macao passenger

certificate
